Creative burnout is worse then writers block in many ways, where you have the ideas and the want to write but you feel so creatively burned out.
At least with writers block you still have drive, me I cant even get out of the parking lot.
That's partially what I'm haivng. when I want to write I can't seem to do it, and then when I have like 3 different ideas, like I do now, I just can't get the drive to write them.

Hmm... I have had writers block for the last four months. Some of the block was a result of going through writer's boot camp at college. Trust me, forcing yourself a fanfic to write after doing 5 hours of intensive research is not a good idea. Though I must admit, I really needed the practice.
The other part of my block came from me trying to find a story worth writing. I have a whole journal full of decent ideas, but most were not convincing and/or interesting enough to write about.

*Adventure fiction involving a Cerberus villain with 2 feral heads and 1 intelligent head
*Musicals
*An adventure fic where Twilight gets a sword to the face in the intro. Spike, after living in Celestia's care several years after her death, goes hunting for her murderer.
*An amorphous blob ghost pony hunting Rarity because he is confusing her for his spouse who betrayed her centuries ago.

Well, one thing that could help would be writing down ideas that you're somewhat confident could work and show it to someone so they can tell you if any of them are any good.

My problem with writing is I plan it all out in my head as a visual thing, like a movie. This means that I end up getting stumped whenever I have to convert it to text. Ergo, writers block, and lots of it.

What kind of weapons could a teenager possess that doesn't draw attention to them, is not noticeable, is able to take out multiple opponents and is not a gun?

But as for weapons, maybe darts? Not too sure how a teenager would get anything to make them noticably deadly, though. And I wonder if you could lace metal into a frisbee or something and sharpen it... not many people would think too hard about a teen holding a frisbee (And yes, I kinda took inspiration from the pennies sown into a hat brim thing here, which I'm not too sure would work.) but yet again, I doubt it is all too deadly. Or maybe they could try using one of those canes that have disguised swords in them, although it might be little hard to explain why a teen would have a cane. Maybe they could have/pretend to have some sort of disability and need it, or maybe they could just be going for a goth look or something. Or, and my theories are getting even more far fetched, they could try getting hold of an obsidian statuette or something and sharpening it into something you could use to kill. Obsidian is still sometimes used in surgical scapel blades, after all, it's pretty damn sharp. And how about caltrops? Made with a matt finish and maybe kept in a bag, they'd be easy to scatter and wouldn't be too noticable, at least until someone stepped on them. They'd certainly stop someone walking for a long time if they stepped on them wrong, and would make good for getting away, since you'd eithier have to watch where you put your feet, ignore the previous rule and not walk for a long time, or be wearing steel shoes.

Well, for DIY items, the easiest to get a hold of and explain would be a utility knife. They're used all the time in almost every trade. As for gardening, the right kind of shovel would work, although you'd have to have a good reason for carrying one around, or for something more concealable, a Ho-Mi Digger or a Cultivator (the fork tool).
If you're still looking for concealable, it could be possible to modify an umbrella to fire small pellets covered in a poison using CO2. There would be hardly any sound, the person would barely feel anything, and with the right kind of toxin it would be almost undetectable within 24 hours of the death.
